Prefeitura anuncia plano para reduzir enchentes City hall announces plan to reduce floods

City hall announced a plan yesterday to reduce flooding in the west side of the city.

According to the mayor, 40 million reais will be invested in construction work by the end of next year.

The project was approved by the city council members on Tuesday, after three months of debate.

In addition, five thousand trees will be planted in streets and squares in the area.

"As chuvas estão cada vez mais fortes devido às mudanças climáticas. Portanto, a cidade precisa se preparar", afirmou o prefeito. "The rains are getting heavier and heavier due to climate change. Therefore, the city needs to prepare," the mayor stated.

Os moradores, porém, estão divididos. The residents, however, are divided.

"Todo verão a minha rua alaga. Espero que desta vez a promessa seja cumprida", disse a comerciante Sônia Reis, de 54 anos. "Every summer my street floods. I hope that this time the promise is kept," said shop owner Sônia Reis, 54.

Por outro lado, alguns moradores temem que as obras piorem o trânsito do bairro. On the other hand, some residents fear that the construction will make the neighborhood’s traffic worse.

A oposição manteve as críticas ao projeto. The opposition maintained its criticism of the project.

According to the council members who voted against it, the plan doesn’t include trash collection; in other words, it ignores one of the causes of the problem.

Nevertheless, environmental experts consider the project an important step.

Despite the criticism, the work will begin in March.

Meanwhile, city hall asks the public not to throw trash in the streets.

The words of the news

Portuguese English
a notícia the piece of news, the news story
a manchete the headline
o governo the government
a prefeitura city hall, the city government
o prefeito / a prefeita the mayor
o vereador / a vereadora the city council member
a lei the law
a eleição / votar the election / to vote
a oposição the opposition
o morador / a moradora the resident
a obra the construction work
afirmar / anunciar to state / to announce
Portuguese English
o meio ambiente the environment
a enchente the flood
a seca the drought
o lixo the trash
a reciclagem recycling
a poluição pollution
o desmatamento deforestation
as mudanças climáticas climate change

A notícia is one piece of news, so "the news" in general is plural: Você viu as notícias? Prefeitura, prefeito and vereador are words you will see daily: Brazil has more than five thousand cities and towns, and each one elects a mayor and a city council.

Connectors: how writing joins ideas

In conversation, Brazilians join ideas with a handful of small words: mas, então, e, por isso. Writing uses a wider and more formal set. You don't need to say these, but you need to recognize them at once, because they tell you where the argument is going.

Portuguese English What people say instead
porém however mas
no entanto however, nevertheless mas, só que
portanto therefore então, por isso
além disso in addition, besides e também
apesar de despite, in spite of mesmo com
por outro lado on the other hand (the same)
ou seja that is, in other words quer dizer
devido a due to por causa de
segundo according to de acordo com
enquanto isso meanwhile (the same)

A few details make them easier to use:

  • Mas always comes first in its clause. Porém and no entanto can move: Os moradores, porém, estão divididos.
  • Devido a and apesar de join the article that follows, as a and de always do: devido ao trânsito, devido às chuvas, apesar da chuva, apesar dos problemas. Apesar de can also take an infinitive, as you saw on day 60: Apesar de estar cansada, ela saiu.
  • Segundo means "according to" here; it is also the word for "second". Segundo o jornal means "according to the newspaper".
  • Portanto gives a result, and porém gives a contrast. They look alike, and mixing them up changes the meaning completely.

Read for the connectors first. When an article is hard, find the connectors before you look up any word. Além disso means more of the same is coming. Porém, no entanto and por outro lado mean a turn. Portanto means a conclusion. With those in place, you already know the shape of the text.

How headlines talk

Headlines have a grammar of their own, in Portuguese as in English.

Headline In everyday Portuguese English
Prefeitura anuncia plano contra enchentes A prefeitura anunciou um plano contra as enchentes. City hall announced a plan against flooding.
Vereadores aprovam nova lei do lixo Os vereadores aprovaram uma nova lei do lixo. The council approved a new trash law.
Obras começarão em março As obras vão começar em março. The work is going to begin in March.
The project was approved by the council.
Cinco mil árvores serão plantadas Vão plantar cinco mil árvores. Five thousand trees are going to be planted.
  1. The present tells what already happened. Prefeitura anuncia means "city hall announced". The article below the headline goes back to the simple past: A prefeitura anunciou ontem…
  2. The articles disappear. Prefeitura, not A prefeitura; por vereadores, not pelos vereadores.
  3. The simple future (day 51) says what will happen: começarão. Almost nobody says it out loud, where it's vão começar, but in the news it is everywhere.
  4. The passive (day 72) puts the event first and the doer last, or leaves the doer out. For the future it's the simple future of ser plus the participle, which agrees as always: Serão investidos 40 milhões. Serão plantadas cinco mil árvores.

Seguir and manter in the past

Two verbs that turn up constantly in the news: seguir (to follow) and manter (to keep, to maintain), which you met in the present on days 73 and 78. In the simple past, seguir is regular, and manter copies ter (tive, teve, tivemos, tiveram).

seguir manter
eu segui mantive
você, ele, ela seguiu manteve
nós seguimos mantivemos
vocês, eles, elas seguiram mantiveram
  • A oposição manteve as críticas. The opposition maintained its criticism.
  • Os moradores seguiram as instruções da prefeitura. The residents followed city hall's instructions.
  • Eu segui o seu conselho e li o artigo inteiro. I followed your advice and read the whole article.
